Vacant Rental Rehab Program
The Vacant Rental Program (VRP) is a grant program designed to support repairs and rehabilitation of vacant rental units, increasing the supply of critically needed housing for low- and moderate-income renters in our community.
Turn Vacancies into Income
Funding is currently available for the rehabilitation of vacant rental units in 1–5 unit buildings located within our service area.
Program Eligibility
- Property must be located within designated program areas in Northeast Louisiana.
- Unit(s) eligible for rehab must be completely vacant, uninhabitable, and/or unmarketable (a tenant cannot be relocated or evicted to make a unit vacant).
- The property must not be in foreclosure.
- Property owner must be the legal owner of a 1-5 unit residential property or a mixed-use building with up to five (5) housing units.
- Property owners must meet "Responsible Owner" requirements (no bankruptcies, current on all taxes/mortgages/utilities, and hold comprehensive property insurance).
Program Details
- Property owners can choose from standard grant awards (based on a percentage of rehab costs per unit) up to specific maximums determined by current funding cycles.
- Award levels are tied to tenant household income limits (e.g., standard awards require an income limit of 80% of the Area Median Income).
- Rehabilitation work will be determined by an Alliance Inspector and can include health and safety corrections, code violations, roofs, environmental remediation, and fixtures.
- Important: The property owner must agree to a regulatory period that includes affordability restrictions (income limits and maximum rent limits) to participate in this program.
